IE 8 beta 2 Tab issues

I just installed IE 8 beta 2 on a Vista 32 bit machine. Problem 1. When I
click on a new tab, it opens a blank screen. If I click the tab again, it
displays the screen that says What do you want to do next? Problem 2. The
text in the tab itself flickers really fast (freaks out) with the text
connecting, and, opening new tab. Along with that the windows navigate sound
clicks continuously. Is this the correct forum and if not where do I go for
help and or to report this issue?
