Getting Outlook 2003 to open in full window

When I visit a web site that I want to isit repeatedly, I drag the URl to my
desktop and creat a short cut. When I right click on that shortcut and then
click properties, I have no opportunity to choose to have the shortcut to my
chosen website to run Maximized.

How can I resolve this issue?
