That behavior is not so unusual, believe it or not. Let's start with a
web page where all the content comes from one server. Sometimes, the
packets of data forming that page run into roadblocks on their way from
the server to your computer, and you need to reload the page (which
means you're asking the server to send it to you again.)
Now consider the more typical case of a web page where the content comes
from several servers. Some server's content may find your computer right
away, while others don't. What you see is a partial web page, and that
pesky 'page is still loading' graphic. Reload the page and the servers
send their content again - and this time you get lucky.
For all its sophistication, the internet is still fragile.
