Nobody knows anything about your IE7 set-up.

It could be a number of things such as incompatible add-ons.
You could try disabling add-ons (one at a time) and check if you experience
an improvement in performance.

If you still no change in performance than you could uninstall/reinstall

Do not use Automatic/Windows Update for downloading/installing IE7!

Save the program to your desktop then install.
Reboot.
Activate Windows Update after installing IE7 to download/install pertinent
updates offered, including Root Certificates updates.
