Internet explorer 7.0 - problem displaying Chinese language

I am experiencing with my IE7 displaying traditional Chinese fonts, I have
already installed the traditional language pack, it seems to re-solve
majority of the decoding problems, but some fonts on pop up still seems to
be unreadable and appears as weird shapes.

Pls help.

You may have to install HKSCS (Hong Kong Supplementary Character Set) Which
has about 5,000 more words used by HK and not found in Big 5 used in Taiwan.
Go to www.microsoft.hk. There're still some weird decodings even after this
probably because of different encodings used.

Tried to install the character set doesn't seems to solve problem.

Could this be a problem with Java runtime? the site require java runtime,
some fonts appears ok while others looks totally out of shape.
