Internet Explorer Error Message

Today for the first time I am getting the following error message when I try
to open my Internet Explorer using the icon on my desktop:

Directory Listing Denied
This Virtual Directory does not allow contents to be listed.

Please advise why I cannot open it (PS: My MSN is working fine, and so is
my Windows Live Mail that I am using to send this posting)

Which version of Internet Explorer?
When you right-click the IE icon, does Internet Options open?
