IE7 OnChange event does not occur when "ÃŸ" is changed to "ss"...

....or vice versa in an input control.
The bug was fixed for IE6 with this hotfix:
http://support.microsoft.com/kb/925683/en-us

I have tested this on Windows XP SP3 and on Windows Server 2003 SP2, got the
same behaviour on both systems.
