Screen Bounces All Over the Place

I am running IE 7 on a brand new computer with Windows Vista Home Premium.
Sometimes when I open my home page (www.att.net), the screen begins to
"bounce" all over the places and the toolbar on the top of the screen
disappears. The only way to stop this behavior to press ESC and use Task
Manager to stop IE 7. I am using Norton 360 to protect my PC while online.
Any clue as to what is causing this problem?

If you only experience this problem with Internet Explorer then your
computer is most likely infected with a virus or other malicious software.

If you also experience this problem with other applications, your
monitor could be affected by electromagnetic interference or it could be
defective.
