Vista and Flash problems

Why is it that Vista refuses to recognize that I have the current version of
Flash etc. when I sign on but will recognize the current version if I access
IE as administrator? This is forcing me to access IE as administrator when I
really shouldn't have to! I do have the current version of flash etc on my
machine.
