Tabbed Browsing Disappeared

My tabbed browsing disappeared, which seems to be a popular issue. I've read
through the other postings and none have helped yet. I upgraded to the SP3.
How can I get tabbed browsing back?

Tools > Internet Options > General > Tabs - Settings > checkmark in
Enable Tabbed Browsing (Don't forget to restart Internet Explorer.)

You may need to disable your security software (not your firewall) to do
this, since many security programs will prevent you from changing
various browser settings.

Thanks, I've been trying that for about 2 wks now and just tried again w/o
luck.

Which was installed first, IE7 or SP3?
