turning off Work offline

I have tried the Tools unchecking work off line, it still comes back. I have
tried closing IE 7 & rebooting. Still comes back with it checked.

A third-party tool which can't see that you have an Internet connection
could be doing that. You could ProcMon (depending on your OS)
filtering on GlobalUserOffline to find out which process is doing that.

Otherwise use clean-boot troubleshooting techniques to try to identify
the cause. E.g. start with msconfig startup tab...
