What have you been doing to test in the mean time?
E.g. as soon as you switch the proxy settings, try opening
about:Blank then right-click, Close Other Tabs (Menu,O)

What kind of proxy? I have noticed something similar with Fiddler2.
E.g. I can use it to trace HTTPS sessions even though IE isn't aware
any more that the connection originated through a proxy.
