Change internal Proxy setting also work

Hello:

I have found that when I open the first IE Windows that with the correct
outside proxy setting, it can goto internet. An then I open 2nd IE
windows and config with the internal proxy, this windows can't connect
to internet (Just only can browse internal) but the first IE windows
still can go to the internet. After a few hours later, the first IE
windows can't goto internet. May I have the idea regarding this
behavour? Is it possible to make the 1st IE windows still can access to
the internet all the time?

What have you been doing to test in the mean time?
E.g. as soon as you switch the proxy settings, try opening
about:Blank then right-click, Close Other Tabs (Menu,O)

What kind of proxy? I have noticed something similar with Fiddler2.
E.g. I can use it to trace HTTPS sessions even though IE isn't aware
any more that the connection originated through a proxy.
