Getting CLI APPLICATION (command line interface) has stopped working

I have a Dell XPS, with Vista. The other day on startup I began seeing the
error ... Getting "CLI APPLICATION (command line interface) has stopped
working " ... Does anyone know how I can fix this....what can be done.
