The dependancy service or group failed to start.

I can not connect to the internet because "the dependency service or group
failed to start". But the diagnostic policy service is not working either.
How can I fix this problem?

Have you tried what was identified as a possible fix by another contributor? Let me know if it works for you. I already reloaded my operating system to fix the problem before I saw this post.

No guarantees it's going to fix your problem. As I said, it's crazy that this
kind of software error can occur in 2008.
