Digital Signature Issues

I purchased a Philips SPC1300NC Web camera back in November 2008 amd it worked with no problem under WinXP Home Edition, now that I have upgraded to Win Vista 64 bit the camera will no longer show up in the control panel for Cameras, WHY?
