Error code 80245003

I received the above error after doing a system restore and previously reinstalling Vista from the recovery discs. I searched for a solution and in the solution it said to Locate & Rename the SoftwareDistribution folder. Sounds simple enough, except I can't locate the folder . . . it seems to be missing. I was able to complete the previous step to "stop" Windows Update service. But the software distribution folder is not there.
