Cannot Access Windows Installer in Vista Home Premium

I have Vista Home Premium and I can no longer gain access to Windows Installer. It no longer appears in the msi.services list. I have also lost my volume control icon in the lower right taskbar. Where can I go to Download a current copy of the Installer service and how do I install it??
