Run As Adminstrator - Does Not Work

Hi everyone. I have Vista Home Premium. When I try and "Run as Administrator" on Any program... nothing happens. I've run all virus scans and no problems are found. I tried a system restore - and that didn't help either. This was not a problem two days ago. I'm looking for the solution to the problem - rather than a work around.
