Installing Third Party Software

Hi,
I am good2go7 and have just joined this forum. I am in hopes that someone can help me with a problem that I am having with Windows Vista Home Basic. I cannot install any third party software on a Windows Vista Home Basic machine. The message that I receive is that I do not have permission to install the software under any accounts even though all the accounts are listed as Administrator. I have tried changing the accounts types to no avail. I have completely turned off the UAC (User Account Control) and this does not have any effects during the attempted install. Any assistance would be greatly appreciated.
