New Member - Windows Installer Service

I live in France and am trying to make out with Vista family basic ( French Version)which came already installed. Apart from Windows 98 and Windows 2000 all systems seem worse than the previous save being ever more greedy. I guess I will have to use this forum a lot; my current problem is that when trying to install Acrobat Reader 9 I get the following message: " Windows Installer Service could not be accessed. Contact your support personnel to verify that it is properly registered and enabled. " I don't know what this means.
