Error 663

I have Vista Home Premium edition. I am using Data card to connect internet.
I am getting the 633 error every time when I try to use the Data Card to connect internet on my laptop. It states "the modem (or other connecting device) is already in use or is not configured properly" and prevents me from accessing the Internet.

I have done all possible solution like,
1. Uninstall and reinstall the modem drivers
2. Release the COM port and assigng new port

But still getting same error. Any help to fix this issue would be apppreciate.
