Help!!! Error 10 (net::ERR_ACCESS_DENIED): Unknown error.

I keep getting Error 10 (net::ERR_ACCESS_DENIED): Unknown error. Cannot communicate with Microsoft(65.55.12.249) and nothing will connect to the Internet, it's really doing my head-in now as I can not fix the problem.
