I cannot access the internet after 830pm

I ran Bitdefender, Sptboy and Windows Vista Security and I cannot find anything which blocks me from accessing the internet after 830pm. I am able to ping out and back but will not open internet page. I had this same problem on my last computer, XP version, and now with my new computer,Vista. I did scan and clean all my doucuments prior to storing them on an external harddrive which i made an icon on my desktop for my new computer. Any suggestions??????

This is the problem from your internet service provider so just register your cmplain in customer care.
