error 1603 installing Microsoft net 3.5 framework

I am trying to install a program which requires the Microsoft net 3.5 framework(sp1). My 64 bit Vista Home Premium(sp2) won't install it. I have disabled firewall and anti-virus, etc with same results(error 1603) I looked at programs installed on my system and I have nothing on net framework

On the command prompt, can you try and run the following:
msiexec.exe /x {7131646D-CD3C-40F4-97B9-CD9E4E6262EF}
This is the command to remove netfx 2.0 that is currently installed on your machine.
