Sounds like the power supply most likely. Be sure to test the wall plug to make sure it's plugged in good (you might be surprised at how often that is the problem for computers and appliances). No known Compaq PC has a power fuse. When the power supply goes out it's cheaper to buy a new one than to repair it. If the motherboard is fried and the PC isn't worth repairing you can install the hard drive into an external USB hard drive enclosure and probably be able to copy the files onto another computer.
Lightening has been my biggest income for over twenty years (I service electronics). In my house we unplug all electronics when a storm rolls in.
