Hard Discs Fail-Taken me 5 months!!!

This is my ongoing problem with my discs

I have two external hard disc drives, both are western digital.

Every time I plug any in, they seem accepted but never show up on my computer.

I went to computer management, storage, tried assigning them new letters but the operation failed to complete because disk management not up-to-date.

Now, I went to diskpart and tried to see what the deal is. What I found is that my disk is listed as disk 1. Disk 0 is my internal hard disk which has 2 volumes, like the way I bought it.

But no more volumes are listed. I am getting a suspicion that if i manage to make my external hard disk (disk 1) show up as a volume, it might solve the problem. But I am clutching at straws here. Any ideas on how to make my disks visible on my computer?
