1) If you don't mind an opinion, have this... Registry cleaners are trash. It can be used as a PC maintenance tool if you have NOTHING else to do. You won't find any perceptible change in the performance and it won't make your broken down PC run.
CCleaner is free and it does a good job of removing all junk files & cookies. It has a registry cleaner that atleast does not damage your good PC. But you need a working PC to install it and run. (Take care to uncheck the free toolbar installation offer that comes with it)
2) Coming to your problem, did you try repair installation with the installation CD/DVD? That may be a better option. Once you get the PC running, clean it with a good antivirus software. Then get the OS updated with all critical updates (Genuine Windows).
3) Antivirus rescue CDs will boot and run a scan. This may set the problem right and the PC may restart. You may try the f-secure site at
