Help! Vista will not boot into f11 or safe mode

Nothing works! I already posted this somewhere but here goes again. It comes up x/windows.system32/cmd.exe.start.net.cmd and behind it is FLEXBUILD 2.0 CpC_Dash 2.00.14 then a bunch of system 32 stuff.
I cannot get it into safe mode-I tried restarting and hitting f11 with a disk restore in rom drive--it just goes to the gray screen with 2 folders open and one is passing a sheet of paper to the other. What is it?? Help!!
