usb port problem

Could somebody out there please help!I am having problems with my usb ports,(I am on vista premium)they frequently stop working after switching off the computer and when I restart is when it occurs.
I have to keep going into Device Manager,to uninstall the usbs,then letting Windows reinstall them when I restart the computer.
It so time consuming and I should not have to do this.
Is there any sort of download that would correct my problem,any advice whatsoever wold be gratefully received.Thanks billyloco43
