USB not recognizing device

Ok so I read all the other threads about this and mine seems to be an exception. I plug a device into any USB port on my computer and I get the message:
"USB Device Not Recognized"
"One of the USB devices attached to this computer has malfunctioned, and Windows does not recognize it."

I have delelted infcache.inf. I also reinstalled all the ports. I have updated everything. This happens with every device i plug into it. I have 2 mouses both compatible with vista. Also and iPod and my printer. One of the mice and the iPod both worked before. I went and bought a new mouse because I thought that was the problem but after installing and further experiments I figured out that all 3 USB ports are not recognizing any devices plugged into them. Can anyone help me out with this?
