i tunes

I can't download i tunes 9! It is making me crazy. It will download everything then I get an error message telling me that The Windows installer service would not be accessed. This can occur if ou are running Windaows in safe mode or if windows installeris not correctly installed.
Please help! I don't understand and i tunes won't let me do anything if I don't up grade.
