This turned out to be a brand new hard drive on which boot sectors 1 and 2 were not writeable. The warning, (not error), message telling me about this condition finally got displayed when I did a command line format of the hard drive. "format" formats the entire hard drive (in this case a 1 TB drive) before setting up, or writing to, the boot sectors.
Evidently, the new system install disk built-in format does not pass through warning messages; hopefully, it does pass through any error messages, but I wouldn't bet any money on that!
A system install on a new, working, hard drive solved this problem for me. But, the folks responsible for the initial system loading software need to do a thorough check to ensure that errors "that aren't supposed to happen" do at least display (i.e. pass through) any system error or warning messages!
