HELP!! Cant download anything.

Im on Vista, and I can NOT download anything. I thing it all started when I deleted Stop Sign Antivirus. But after uninstalling it I couldn't connect to the internet for some reason. So I backed up files and now stop sign is there but not running correctly because it is missing some things. It states to download again, but I can't download anything, nor can I delete stop sign then I won't have the net. Please HELP!!!!!!
