BITS error 1068

I am on Vista Ultimate. I can't install windows updates or run defender. I have done everything offered to get BITS started. I start off with the code 80246008.
After following correction tips, I still get error 1068. I have run registryfix7, a-squared,AVG,Avast,malwarebytes...
HELP !!!
