windows installer

I purchased a new computer with Vista 64, it is driving me crazy
Is there any capture cards that will work with this program
Also I try to download programs , I am told they cannot complete the download as they cannot find window installer.
Can this be fixed?
My experience so far with this program is nothing but frustrating
