Bluetooth - Vista cannot find devices?

I installed a bluetooth dongle to laptop, the system finds the device and loads drivers as indicated by system manager. However when I go to bluetooth add device, it will not find any discoverable devices. When I click on bluetooth settings I get nothing - no settings box as with xp or windows 7. I try 2 bt dongles in 2 systems both running vista, one 32 bit and one 64 bits. Same. One thing I notice the same in both is there is no Microsoft Bluetooth Enumerator driver loaded as it with xp or windows 7. Could this be the problem and how to load it? Both dongles work in non vista systems and drivers appear to load fine when installed into laptops however the drivers are Toshiba provided and driver update suggests they are the latest. Thx
