speech recognition nightmare

Hello all,
This is my first post and I am new at this so please bare with me.
My problem seems to be a common one throughout the vista world. It is with my speech recognition that has stopped working.
I tried the basic responses to the problem as per error message and these three messages are what I get:

(Speech Recognition could not start because the language configuration is not, supported.
The recognizer language must match the language of the user interface. Please change the recognizer language in the speech, recognition control panel under advance options.) I go to control panel and try but get this message:

(The requested task could not be carried out because the necessary engine could not be created. Please select a different engine and/or audio device).



One fix said if I go to users lexicons folder and delete files. When I went there I found I could not only open the file but it was trying or asigned to open with my Nero program. Now I have know Idea of what program it is originally to open with but Nero is not the one Im sure. Is there anyway to fix this problem? or does anyone know what program I am suppose to use tat I can change to open with?
