What makes you believe this is related to UAC? Can you give us more
information on what is happening?

1. Browser?
2. Site?
3. Which link?

Could this be a link that actually is not directly to a download but rather
a link to a page which spawns a script that performs the download? That type
of action should result in a canary warning bar in IE. Not sure how it would
impact other browsers.
