That's the normal appearance for the Junk mail folder in Windows Mail,
whether it's empty or full.
If there is a number indicating unread messages and you cannot see them, try
clicking Tools/Options/Read and put a check mark in the Box to Read All in
Plain Text. Then exit and return to the folder and see if you can now see
any unread messages.

The Junk E-mail folder in Windows Mail (Vista Ultimate 32 bit RTM) has
acquired a red "stop" symbol (see attached).
I can not view the content, empty it, delete it or add any new "junk emails"
to it.
