It looks like another security app may be blocking the updates. Add the
following processes to you're Firewall's allowed list - update.exe,
swdoctor.exe and swdsvc.exe. Another thing to try is temporarily
disabling you're Firewall and AV programs and see if the updates work.
This way you can work out which program is blocking the updates.

If you have tried the following and it is still not working, then there
may be a problem with you're license code and best thing would be to
contact PC Tools support.
