Ok, but you haven't answered my question: Can you get into Safe Mode?

If you can, the login to your account and use MSCONFIG to disable all
non-microsoft services, and all startup programs. If a safe-mode login
also fails, then there's a 99% possibility that you hav some malware
that has hijacked your system either by overwriting WINLOGON.EXE or
USERINIT.EXE
