A number of the service groups can attempt to hog cpu soon after boot. They
generally settle down after a few minutes or so if left to themselves. If
the problem persists beyond that period then there are other issues at work.

I usually lower the priority of any Windows process that interferes with my
own usage, which is also a forceful way to resolve the issue.
