Are you using an additional plugins folder? I had this happen when I had a
corrupt plugin. Try moving the plugins to another folder and adding them
back a few at a time to find the corrupt plugin. If you are using an
additional plugin folder you can start without it, and using standard
settings by starting Photoshop with the Shift key pressed down (or is it
Ctrl? I forget).

BTW, have you tried the Photoshop CS3 beta? It has a really nice new
interface.
