Check the following areas in sequence with Windows Mail opened. Click on
Tools/Options and then:

On the Read tab, make sure you are not set to read all messages in Plain
Text.
On the Send tab, click Mail, HTML settings button and make sure that "Send
Pictures" is checked.
On the Security tab, make sure that the box "Block Images and other external
content" is *NOT* checked.
