This appears to be a bug... I've narrowed it down to programs that don't
have the exeacutable in the "target" field of the shortcut. Seems to only
affect the recently opened programs in the start menu. No fix as of yet, at
least from what I can tell from the boards. Keep asking though as this will
be the only way MS will fix it!
