As has been mentioned already in this thread, the site you have posted a
link for uses VML to render portions of the page. In order for the Menu on
that page to render you must enable "Binary and script behaviors" in the
Internet zone?

Tools||Internet Options||Security(tab)||Internet(zone)||Custom
Level...||ActiveX controls and Plut-ins

Set "Binary and script behaviors" to Enabled and see if it loads correctly
for you.
