It may help to clarify the symptom. E.g. does the window open at least?
And how are you trying to do that? Try Run... (e.g. press Win-R and enter

iexplore.exe -nohome -extoff

What do you see then?

Can you use Internet Options, Programs Tab? E.g. Run...

control.exe inetcpl.cpl,,5

Try a Reset... there. Note that you will lose any personal data which
install/uninstall procedures would have preserved up to then, including
in particular any saved passwords.
