What toolbar specifically are you referring to?.....
The Internet Explorer command bar which contains the home, rss feeds,
print button, etc
Some third party tool bar like the google or msn toolbars

The taskbar is part of windows, not Internet Explorer - is that what you're
having trouble with?
What 'fix or upgrade' are you attempting to download? When the screen
blinks is there a yellow security warning at the top of the web page?
