If you really need to drag a shortcut from your Start menu
or Quick Launch tray (etc.) to %USERPROFILE%\Favorites\Links
Then you can use it as a button in your Favorites Bar (aka Links bar).
Also, note if you already do have such shortcuts that you could
make them universally accessible by assigning shortcut keystrokes
for them. Similarly, if you have a specialized keyboard or mouse
you may also find that you can program a key or button to launch OE
from *anywhere* not just from an IE window. For example on my
keyboard I just press Mail.
BTW I reported this symptom in IE8b2 and it got Closed: No Repro.
Here's a specific observation I made in my incident report (387782)
