Before you unplug your graphic card's fan I would first check two things. First make sure your case houses and has a steady and good air flow. The other would be to see if the fan is not gunked up with dust and blow it out. It could be possible your fan is "broken" too. But if you are looking to lower the noise and want no fan, you can buy fanless heat sinks for graphic cards. You want to have some kind of heat disbursement on your graphic card to keep it from overheating and "melting down."
